"WSDOT is recognized for its reporting on congestion. Since 1988, the department has been analyzing, and reporting on congestion to help the public and officials better understand how congestion is evolving and effective strategies for mitigating it. In 2007, the Legislature amended RCW 47.01.012 to create five transportation policy goals, including Mobility – Congestion Relief. As of 2009, the report has been published as a standalone booklet.'"

"WSDOT’s accountability challenge is to be a high performance organization credible and accountable to the Governor, Legislature, taxpayers, and transportation delivery partners. The 'Gray Notebook' anchors WSDOT’s management philosophy and is the basis for external performance reporting. The 'Gray Notebook' is published quarterly.

The performance measures are archived individually in the 'Gray Notebook Subject Index.' WSDOT publishes a quarterly excerpt of selected performance topics and project delivery summaries from the 'Gray Notebook,' called 'Gray Notebook Lite.'"
